幼儿园防灾减灾能力建设现状与对策建议--基于江苏省100所幼儿园的调查

Present Situation and Improvement Measures of Disaster Prevention and Reduction Ability Construction in Kindergarten——Based on the Investigation of 100 Kindergartens in Jiangsu Province

防灾减灾对于人类生存具有重要的意义,生命意识和维护生命的能力也是幼儿成长过程中必须形成和具备的。基于幼儿园防灾减灾能力的内涵,从规划与管理、结构性建设、非结构性因素、政府政策、防灾减灾意识这五方面着手,本课题组对江苏省100所幼儿园进行了调查,分析了江苏省幼儿园防灾减灾能力建设现状的相关情况。结果表明,幼儿园在这方面存在诸多不足,需要通过完善应急预案,丰富灾害演练形式,保证建筑抗灾能力,多层次全方面统筹资金,健全相关规章制度,加强宣传教育等方式来提升幼儿园的防灾减灾能力。

Disaster prevention and reduction is of great significance to the survival of human beings. The ability of life awareness and maintenance of life is also necessary to form and possess during the growth period of young children. Based on connotation of the ability of disaster prevention and reduction in kindergarten, our research group conducted a survey of 100 kindergartens in Jiangsu Province to analyse their present situation about capacity building on disaster reduction and disaster prevention ,from five aspects, such as ,planning and management, structural construction, non-structural factors, government policy, awareness of disaster prevention and mitigation. The results show that the kindergartens still have many deficiencies in this aspects and need to enhance the capacity of disaster prevention and reduction by improving the emergency plans, enriching the disaster drills form, ensuring the construction of multi-level anti disaster ability, raising omni-directional and multi-level funds, improving relevant rules and regulations and strengthening publicity and education etc..
