摘要
通过对我国特殊教育发展规划实践现状进行分析,发现我国特殊教育发展规划重视目标定位、发展指标体系建设、教师专业发展、特殊教育体系建设,但是缺少理论研究的支持。为此,应加强特殊教育的发展规划研究,并突出"问题-实践"和服务决策、促进教育公平和法治价值维度等研究取向。
This study, based on an analysis of China' s special education development planning, finds that it attaches importance to target orientation, the building of the development index system, teachers' professional development, and the building of the special education system, but lacks the support for theoretical research. Therefore, it is necessary to strengthen the research into special education development planning, highlight offer- ing service to decision-making based on "problem-practice," and promote such research orientations as educational fairness and the rule-of-law values.
