中国省域生态文明建设与城市化的耦合协调发展

Coupling Coordination Development between Ecological Civilization Construction and Urbanization in China

基于生态文明建设与城市化的耦合机制,分别构建生态文明建设与城市化评价指标体系,利用耦合协调度模型及相对发展度模型,研究了2008、2010、2012和2014年中国省域生态文明建设与城市化的耦合协调发展关系。结果表明:1研究期内中国生态文明建设与城市化的耦合协调发展总体上处于磨合阶段,生态文明建设水平较城市化发展水平相对滞后。2从耦合协调度来看,生态文明建设与城市化的耦合协调发展阶段呈"两头窄、中间宽"的梭型态势;从相对发展度来看,生态文明建设较城市化的相对发展状态呈"倒三角"态势。3生态文明建设与城市化的耦合协调发展过程具有波动性,未来应注重提升生态文明建设与城市化发展质量,促进生态文明建设与城市化稳定协调发展。

Assessment on coupled coordination development situation of ecological civilization construction and urbanization accurately can provide practical guidance for China to promote the new urbanization and the sustainable development. Based on the coupling mechanism between ecological civilization construction and urbanization, this paper established evaluation index system of ecological civilization construction and urbanization respectively, and then set up the coupled coordination degree model and the relative development degree model, analyzed China＇s provincial coupled coordination development situation between ecological civilization construction and urbanization during 2008-2014. The results show that： （1）During study period, the coupled coordination development between ecological civilization construction and urbanization in China was in the running-in stage generally, and the level of ecological civilization construction still leg behind the level of urbanization development to a certain extent. （2）From the point of coupling coordination degree, the coupled coordinated development stage of ecological civilization construction and urbanization presented a characteristic of ＂two narrow, middle wide＂. That from the date distribution, in provincial level administrative level, 85.48 percent regions were in the running-in stage, which coupling coordination degrees were located in （0.5,0.7）. And 6.15 percent regions were in the antagonistic stage, which coupling coordination degrees were located in [0,0.5）. The rest of 8.07 percent regions were in the coordination stage, which coupling coordination degrees were located in （7[0.7,1）. From the point of relative development degree, the relative development state of ecological civilization construction and urbanization was characterized by ＂the structure of inverse triangle step＂, which means that the amounts of the regions in the state of lag, synchronous and advanced were stepwise reduced, for the proportion of the amounts of these three states were 68.55 percent, 20.97 percent and 10.48 percent respectively. （3）The couple coordinated development process of ecological civilization construction and urbanization have existed volatility. The quality of ecological civilization construction and urbanization must be focused on to promote the orderly and healthy development of ecological civilization construction and urbanization.
