Discussion on the Financing Mode and Cost Control of Social Capital Investment in Railway Projects

深化铁路体制改革,引入社会资本投资铁路建设,实现铁路投资主体多元化,发挥政府和市场的作用,对加快推进铁路建设,推进铁路可持续发展具有重要意义。此文根据国家有关文件规定,就社会资本投资铁路建设的投融资模式进行探讨。并就在设计和施工阶段如何控制工程投资,以及在运营管理阶段如何进行运营管理和降低成本进行阐述,以求达到提高运输效率、获取预期收益的目的。

To deepen the reform of railway system, the social capital investment is introduced in railway construction to realize the diversification of railway investment, and give play to the role of government and the market to speed up the construction of railways, which has great significance to the sustainable development of railway. According to the relevant documents of the state, the investment and financing mode of social capital investment in railway construction is discussed in this paper. In order to achieve the purpose of improving transport efficiency and o in the design and construction stage btaining the expected benefits, how to control the project investment and how to carry on the operation management and reduce the cost in the operation management stage are elaborated.
