摘要
推进职业化院长建设,涉及到人事编制、干部任免和社会保障等一系列问题,绝非卫生行政系统一个部门能够解决。该问题的解决需要相关政府部门形成合力,从顶层设计层面予以全面考虑,出台推进职业化院长建设的各种政策与制度,逐步推进院长专业化到职业化的进程,为职业化院长创造一个职业经理人的制度环境,直至职业化院长人才市场的出现,最终形成市场在配置职业化院长资源的基础地位。
As advancing the professionalization of directors of hospital involves the appointment or dismissal of cadres, personnel, social security and other apartments, it cannot be accomplished by health administrative system alone. It needs concerted efforts from various government departments related to hospitals. It is considered that it needs to find out problem fully from the apex of the system, introduce policies, rules and regulations regarding the professionalization of directors of hospital. it also needs carry out the specialization of directors of hospital to the professionalization of directors of hospital, create an institutional environment for the professionalism of directors of hospital so that a talent market of professional directors of hospital may appear, and ultimately let the market play its primary role in deploying resources of professional directors of hospital.
