政府购买服务、社会资本合作(PPP)促进社会组织发展——基于居家养老分析

Goverment Prcurement Serivices,Social Capital Cooperation to Promote the Development of Social Organizations——Based on the Analysis of Home Support for the Aged

政府购买、社会资本合作的社会居家养老已经成为老龄化社会发展的必然选择,在提供居家养老服务过程中,社会组织参与度增加,促进其专业化发展和政社分离。对居家养老概念界定的基础上,梳理国内外已有研究,分析政府购买社会组织居家养老服务发展现状。对比国内外政府购买居家养老已有模式和经验,发现竞标购买是当前我国政府购买居家养老最优模式。社会组织作为社会居家养老服务的提供者,在其中有重要作用。在研究中发现,政府、社会组织、老年人三方面在居家养老中均存在一定问题,包括政府购买力不足、法律法规不完善、社会组织自身能力不足、缺乏独立性、老年人和家庭社会对居家养老认识不全面等。针对这些问题分别对政府、社会组织、社会认知方面提出不同改进路径。

Government purchase,social capital cooperation social old-age home has become an inevitable choice for the development of an ageing society. The social organization participation degree in the provision of home care services,then promote their professional development and the separation of politics and society. On the basis of defining the concept of community-based housing support,combing the domestic and foreign research,analysis of the development of the government to buy social organization home care services. Compared with the domestic and foreign government to buy home care model and experience,and found that bid to buy is the best model of government to buy home care currently. Social organizations,as a provider of home care services,play an important role in the community. This study found that the government,social organizations and the elderly all have some problems in home care,including government purchasing power shortage,imperfect laws and regulations,social organization’s own lack of capacity,lack of independence,the elderly and family have no comprehensive understand on the home care. To solve these problems,the paper puts forward different ways to improve the government,social organization and social cognition.
