党内监督是党的建设新的伟大工程的基础工程和重要内容,也是党在不同时期不同阶段上推进全面从严治党的重要保障。新中国成立以来,中国共产党面对全国执政的新环境、新任务和新要求,坚持从执政的历史命运和马克思主义政党先进性纯洁性本质属性的高度来认识党内监督的重大意义;坚持把思想建党和制度治党相结合,以制度建设为重点,不断推动党内监督的制度化发展水平;坚持从党内政治生活出发来推动党内监督,使党内监督成为加强党内政治生活的重要举措。党的十八大以来,在总结和继承历史经验的基础上,以习近平同志为核心的党中央不断推动党内监督的时代创新,在全面从严治党新的战略格局中高度凸显出党内监督的战略重要性,提升了对党内监督问题上制度元素创新和制度整体创新有机统一的认识和实践,透彻性地强化了对党内监督重点和关键的认识,并深化创新了对党内监督主体的认识和实践,从而开创出了党内监督的新局面。
