摘要
本文通过引入非动态面板门限回归模型,检验了技术进步在能源市场扭曲影响下对能源效率产生的非线性效应的存在性和作用条件,分析技术进步对能源效率发生作用的经济学意义上的传导机制。本文发现,这个传导机制的作用将改变传统意义上对技术进步与能源效率单纯正向促进关系的认识,从全局角度来讲,这种间接的影响机制具有较强的政策含义。同时,本文根据能源市场扭曲度的波动形态将中国29个省份所处市场扭曲区间的类型划分为发展滞后型、发展波动型、发展成熟型和发展改善型,并对不同扭曲区间的省市提出了针对性的政策建议。
By introducing non-dynamic panel threshold regression model, this paper empirically tests the non-linear effect and its preconditions of technical progress under the effect of energy market distortion. We established an indirect conductive mechanism about how technical progress affects energy efficiency by connecting energy market distortion with resource allocation mechanism. The empirical analysis shows that this mechanism has altered the traditional view that technical progress positively affects energy efficiency. Moreover, from the perspective of global efficiency, this indirect effect has strong policy implications. Meanwhile, according to the interval types of energy market distortion, China's 29 provinces' development trends are divided into four types,including stagnant type, fluctuating type, mature type, and improving type. We put forward corresponding policy recommendations by the distortion and the interval of the provinces.
