The Reason and Countermeasure for Insufficient Effective Supply of Standard in China

我国标准体系建设存在有效供给不足的突出问题,其中供给短缺是问题的主要方面。运用经济学原理进行分析表明,我国政府单一供给标准的体制下,标准利益机制扭曲导致供给短缺;基本对策是建立起政府主导的标准与市场主导的标准协调配套的新型标准体制,增加标准的有效供给。

Insufficient effective supply is the main problem of China＇s standard system, in which shortage of supply is the key factor. Economic analysis indicates that supply shortage is caused by the distortion of standard interest mechanism, and the distortion is rooted in unreasonable standard system of China, in which the government is the only standard supply side. The basic countermeasure is to establish a new standard system composed of government standard and market standard in order to increase effective supply.
