取消高校教师事业编制管理的理性之思 被引量:22

Rational Thinking on the Cancel of Planned Management of University Teacher

摘要 施行高校教师事业编制管理有其历史功绩,也有其历史痼疾。取消高校教师事业编制管理是新时期全面深化高校人事制度改革的必然趋势,有其内在的统一变革逻辑。打破人才流动壁垒,优化人力资源配置是国家人力资源管理的逻辑;释放制度创新空间,落实高校自主管理是高校依法自主办学的逻辑;优化教师发展生态,保障教师合法权益是教师公平自由发展的逻辑。取消高校教师事业编制意味着政府教师管理职能的转变、高校教师管理权限的扩增、教师终身职业身份的打破,但在实践操作中不可盲目推进,需注意高校自主管理能力的提升、教师权益保障机制的完善、健康人才流动市场的培育、配套协同政策措施的支持。 University teachers' planned management not only has its historical achievements, but also has its history of chronic disease. The cancel of planned management is the inevitable trend with the deepening reform on university personnel system in the present age, which has its internal unified reform logic. Breaking the barriers of talent flow and allocating hu- man resources rationally is the logic of the national human resource management. Releasing system innovation space and im- plementing self-management is the logic of autonomous running school according to law. Optimizing teachers" development ecology and ensuring their legitimate rights and interests is the logic of the development of teachers'fairness and freedom. Canceling the planned management means the transformation of the management function of the government, expansion of the management authority of the university and break of the lifelong professional identity of the teacher. In practice, it should be carefully and pay more attention to the promotion of university' independent management ability, the perfection of system to protect teacher' rights and interests, the cultivation of healthy talent flow market and the support of some other policy measures.
