PPP模式引入新能源汽车充电设施建设领域中的探索研究

The Research of PPP Model in The New Energy Vehicles Charging Infrastructure

随着我国新能源汽车产业的加速发展,新能源汽车充电设施领域的建设问题越来越受消费者重视。在近年来新能源汽车产销量几何式增长的环境下,充电设施领域的建设状况由于资金、规划、标准、管理及盈利模式上的诸多问题,一直停滞不前,严重制约着我国新能源汽车的推广。减轻财政负担、最大化社会效益、提高管理效率、助推产业布局是PPP模式引入充电设施建设领域的主要功能及特点,并给出相关优化建议。

With the development of new energy vehicles industry, in China, more and more people pay attention to charging infrastructure. Because of the money, program, standard, administration and profit model, the construction of charging intfrastrueture was stagnated. Based on these problems, this paper analyzed the reason why the eonstruction of charging infrastructure was stagnated, and summarized out lighten the financial burden, maximizing social benefits, irnprove management eMciency, boost industry layout were the main function and characteristics of the PPP model into the field of charging facilities construction. At last, put forward optimization suggestions.
