我国高校专利转化问题研究

近年来,我国高校专利申请和授权数量快速增长,高校专利转化取得一定成效。但依然存在制约高校专利转化的障碍,不能转、不敢转、不愿转、不会转的问题较为突出,专利转化率仍然较低。究其原因主要是权益权责不明确、相关法律政策操作性不强、企业意识能力不高、高校定位不明、知识产权服务发展不成熟。针对这一问题,本文提出了推动传统观念转变、加快细化政策落实、探索完善分配机制、加强体制机制保障的建议。

In recent years, the number of patent applications and licenses of China＇s colleges and universities is growing rapidly. College＇s patent transformation also achieved some progress. At the same time, restrictions of the transformation still exist, problems such as ＂can not＂, ＂dare not＂ and ＂do not want to＂ are serious as before, the rate of patent conversion is still low. The main reason is that the interests of the rights and responsibilities are not clear, relevant laws and policies are not practical, IP services industry is immature. In this regard, it is recommended to promote conversion of the traditional concept, to accelerate the implementation of the policy, explore and improve the distribution mechanism, strengthen the system guarantee.
