京津冀先进制造业的协同发展路径研究

Coordinated Development Industry Strategy of Advanced Manufacturing for Beijing,Tianjin and Hebei

京津冀协同发展的总体战略为三地先进制造业协同发展创造难得的历史机遇。在对现有相关研究进行综述的基础上,对三地先进制造业协同发展现状进行了分析认为,发展三地产业门类较全,已经具备一定的协同发展基础,但在区域间产业发展不平衡、产业同质化竞争严重和产业链相对较短等问题较为突出。京津冀要以发挥三地科技创新资源的优势互补作用,深入推动产业链的交叉与融合,形成具有鲜明特色的京津冀先进制造业增长极。通过协同规划,积极承接北京在产业转移中的比较优势资源,破除制度障碍,推动科技创新资源的深度融合,优化产业生态体系,加速三地科技创新系统协同,形成先进制造业产业集群,优化产业发展环境,创造服务配套优势等路径来加速实现先进制造业的协同发展。

The overall coordinated development strategy for Beijing, Tianjin and Hebei provides a rare historic opportunity for their advanced manufacturing. Based on a review of existing relevant research, the present situation of the advanced manufacturing coordinated development is analyzed and it shows that the industry has generally occupied all industrial cate-gories on a co-development basis among the three regions. However, there still exist prominent issues of inter-regional im-balances in industrial distribution, serious homogenization competition, relatively short chain, etc. The three regions of Beijing, Tianjin and Hebei, taking advantage of their scientific and technological innovation, can promote deep integration and crossing of their industrial chains, which brings the growth pole of advanced manufacturing with their distinct character-istics in these three areas. The coordinated development plans require Tianjin and Hebei to actively undertake the advanta-geous resources during Beijing^ industrial transfer. That means breaking the institutional barriers and promoting the integra-tion of scientific and technological innovation resources in depth, so as to optimize the industrial ecosystem, and accelerate the coordination of the scientifically innovative system. In this way, an industrial cluster of advanced manufacturing, an op-timized industrial development environment, and the convenient availability to relevant services will be realized to boost the coordinated development of the industry.
