摘要
长江拥有独特的生态系统,是我国重要的生态宝库。当前和今后相当长的时期,要把修复长江生态环境摆在压倒性位置,共抓大保护,不搞大开发。如何实现生态优先,绿色发展?我们提出共抓大保护、齐建绿长廊的战略对策:实施主体功能区战略,优化空间开发格局;实施城镇化战略,以市场手段吸纳生态脆弱地区的人口;健全空间规划体系,编制"多规合一"的空间规划;工业进园区,优化产业结构和空间布局;促进上下游共治,建立生态补偿机制。

Presently and a long time in the fu tu re, the rebuilding of the ecological system of the Yangtze River should be put in the first p la c e , there should be no big development but protecting the ecological How to realize ecological preference and green development？ We have the following ideas such as implementing main body functional region strategy to optimize spatial development p a t te rn, implementing urbanizause market-oriented manner to absorb the population in ecological fragile-area, perfectinmake spatial plan with “ multi-regulation convergence”, moving industry into gardens and clusters to optimizeindustrial structure and spatial layout,and co-govemance between the Upper Reaches and Lower Yangtze River to set up ecological compensation mechanism.
