An Analysis of the Eco-innovation Performance of the European Union

实现以绿色经济为主的可持续增长是"欧洲2020战略"三大优先发展目标之一。为实现此目标,欧盟提出了7个配套性"旗舰计划",将"创新联盟"旗舰计划列于首位。该计划旨在使创新性想法转化为产品和服务,最终帮助欧盟实现增长并应对关键的社会挑战和环境目标。欧盟委员会2011年公布的"生态创新行动计划"是实现"创新联盟"旗舰计划的重要一步,目标是以此为指导工具,在欧盟内创造并强化对生态创新及相关活动的需求并将它转化为社会经济效益,推动欧盟向绿色经济转型。本文首先梳理了生态创新概念;其次,在对生态创新行动计划的出台背景、主要内容和评估指标进行分析的基础上,对欧盟2010-2015年生态创新绩效进行比较分析和评估;最后,总结了欧盟实践生态创新的经验及对我国生态创新发展的启示。

To achieve the objective of sustainable growth with an emphasis on green economy is one of the three priorities in Europe 2020 Strategy launched in 2010. The EU intends to implement the Strategy's objectives through seven Flagship Initiatives,among which the Innovation Union is set as the top priority. The Innovation Union Initiative is aimed to turn innovative ideas into products and services in order to help the EU realize growth,cope with major societal challenges and achieve the environmental goals. The European Commission launched the Eco- innovation Action Plan( EcoA P) in 2011,which is one of the most important steps to implement the Innovation Union Initiative,aiming at creating and intensively increasing the demand for eco-innovations and related activities in the EU,in order to turn them into social and economic outcomes,which will eventually accelerate the path to green economy. This paper begins with clarifying the definition of eco-innovation and then,based on analyzing the background,main contents and evaluation indicators of the Eco-innovation Action Plan,it makes a comparative study of the eco-innovation performance across the EU member states from 2010 to 2015. It concludes with the latest results of this evaluation and summarizes the experiences that the EU has obtained in practising eco-innovation and what lessons China could learn to promote its own eco-innovation.
