博德理论在化工行业事故分析中的应用

The Application of Bird Theory in the Analysis of Chemical Industry Accidents

根据化工行业生产特点,采用系统安全的分析方法,应用博德事故致因理论,针对化工行业事故发生原因进行科学合理地分析,并提出具有普遍适用性的对策措施.分析结果表明导致化工行业事故发生的主要原因即企业缺乏有效的安全管理,企业员工违规操作,安全意识淡薄,企业的安全防护措施不到位;提出相应的预防措施,控制人的不安全行为和设备设施的不安全状态,加强企业的管理能力,避免较大以上事故的发生,保证化工生产企业持续健康的发展.

Using system safety analysis method and Bird accident causation theory to analyze the causes of typical chemical accidents, then giving universal countermeasures, based on the characters of chemical industry.According to the analysis,it can clear that the causes of chemical industry accidents as follows： lack of effective safety administration, enterprise staff irregularities, dim safety consciousness, defection of safety protection measures and etc.The enterprise can take some countermeasures such as controlling unsafe behavior and unsafe condition of equipment and facilities, strengthen enterprise management ability, to avoid larger or more accidents.That is useful for accident prevention, stable and healthy development of the chemical industry.
