Discussion on Underground Space PPP Development Mode of Beijing Transit

概述了PPP模式的特点及其在城市轨道交通项目中的广泛运用,分析了北京市轨道交通地下空间具备的投融资特点和经济特征,以及目前地下空间开发的实施模式和存在的问题。以城市轨道交通项目的 PPP开发模式为原型,提出了地下空间的PPP开发模式框架,提出投资划分和收益分配机制方面的具体建议,最后提出了PPP开发模式的相应政策制度建议。

This paper summarizes the characteristics of PPP model and its wide use in urban rail transit project,analyzes the investment and financing features of Beijing rail transit underground space with the economic characteristics,as well as the current implementation mode for the development of underground space and the problems.Taking the PPP development model takes urban rail transit project as the case study,the paper puts forward specific suggestions on underground space PPP development model framework,division of investment and income distribution mechanism etc.,and in the final part it puts forward some corresponding policy and system suggestions for the PPP development model.
