基层社会治理创新何以持续?——以桐庐县南门社区的“楼下书记”为例

How to Sustain the Innovation of Grass-roots Social Governance——A Case Study of “Downstairs Clerk” in the Nanmen Community of Tonglu County

近年来,基层社会治理创新虽然层出不穷,为什么有些创新能够持续且越来越有活力,而有些创新则不能持续呢?文章以桐庐县南门社区"楼下书记"为个案,研究基层社会治理创新得以持续的原因。本研究发现基层社会治理创新得以持续的关键在于它拥有一批献身公益的社会企业家,他们扎根于社区,以社会需求为导向,发现并持续地满足这种需求,持续地增加社会资本的存量,把创新嵌入到制度体制之中,采取合作而非挑战的策略,并具有自我修复和自我完善的机制,而且政府鼓励、尊重社会治理主体的创新行为,这些因素共同提高了基层社会自主治理能力。

In recent years, grass-roots social governance innovation emerges endlessly. However,some lasted and became more and more dynamic while some can not be sustained. This paper takes Tonglu County Nanmen community ＂downstairs clerk＂ as a case to explore why grass-roots social governance innovation sustains. This study finds that the key to the sustaining is that it has a group of dedicated social entrepreneurs who are rooted in the community, oriented to the needs of the community, finding and sustaining that demand, using and increasing the stock of social capital, embedding innovation into the institutional system, adopting cooperative rather than challenging strategies, owning self-healing and self- improvement mechanism. Moreover, the government encourages and respects the innovative behaviors of the social subjects. The grass-roots social self-governance capacity is improved jointly in this way.
