中国—东盟高等教育合作政策的回顾与展望

Review and Prospective of Higher Education Cooperation Policy between China and ASEAN

2013年中国提出"一带一路"倡议,东盟正是"21世纪海上丝绸之路"建设的优先区域。当前中国和东盟的合作仍面临着一些障碍,高等教育合作能够沟通民心、增强政治互信、积累人才和技术、拉动经贸合作,从而帮助化解合作风险,支持"一带一路"建设。制定适应"一带一路"新形势的中国—东盟高等教育合作政策,需回顾中国与东盟高等教育合作的历史进程。中国与东盟高等教育合作经历了1991年前的铺垫期、1991年至2010年的巩固期和2010年以来的拓宽期3个历史阶段,将互利共赢的合作理念一以贯之。针对当前中国推进"一带一路"的新形势,未来的政策既要灵活利用双边和多边机制,对接东盟战略和东盟各国国情,还要保障人员流动的便利和人才培养质量。

In 2013,China proposed ＂The Belt and Road initiative＂,and ASEAN is regarded as the priority area for ＂Twenty-first Century Marine Silk Road＂. Currently,there are some obstacles between China and ASEAN,while the cooperation of higher education can help deal with the cooperation risk and promote ＂The Belt and Road Initiative＂by communicating the people,enhancing the mutual political trust,cultivating talent and technology,and stimulating the economic and trade cooperation. To design the strategies to adapt the policy of Chinese and ASEAN higher education cooperation under the new situation of ＂The Belt and Road Initiative＂,it is necessary to review the evolution of higher education cooperation between China and ASEAN and summarize the historical experiences. Since the 1980 s,the evolution of cooperation between China and ASCEAN can be divided into three stages： before 1991,it is the period of preparation;from 1991 to 2010,it is the period of consolidation; after 2010,it is the period of broadening. But the belief of mutual benefit and win-win result persists. Now,facing the new situation of＂The Belt and Road Initiative＂,the future policy should take the advantage of both bilateral and multilateral framework,take ASEAN strategies and the differences in national circumstances of certain ASEAN members into consideration,and ensure the convenience of academic mobility and qualities of international education.
