中国入托入学儿童查验预防接种证现状分析

Immunization certificate examination for nursery and school entry among children in China

目的梳理各省入托入学儿童查验预防接种证工作的做法,为国家完善和制定新入托入学查验接种证政策提供参考。方法收集各省(自治区、直辖市,下同)颁布的查验接种证通知和工作实施方案,查询中国知网2005-2014年间公开发表的文献,归纳分析各省的实施方案、成绩和问题。结果 2005年中国原卫生部和教育部联合下发了入托入学查验接种证工作通知之后,各省陆续颁布本省工作方案,并且在执行过程中部分省份根据实际情况优化了查验工作流程,2005-2014年期间查验接种证工作在提高儿童持证率、接种率方面取得更好效果。结论国家制定新的入托入学查验接种证方案时,应发挥预防接种专业人员的优势,首先在接种单位核实信息,查验时充分利用信息系统,简化工作流程。新的方案应强调多部门联合,严格执行查验接种证政策。同时应针对工作中的难点和薄弱点,重点做好流动儿童入托入学查验接种证工作。

Objective To analyze the measures and effects of immunization certificate examination for school entry among children in China and provide the reference for the improvement of national policies in this field. Methods Through searching CNKI to collect literatures on provincial documents of immunization certificate examination during 2005-2014,this study summarized the methods, achievements and problems of this activity. Results After Ministry of Health and Ministry of Education jointly issued the notice of immunization certificate examination for school in 2005, all provinces developed their implementation guidelines and made some progresses. The rates of vaccines coverage and immunization certification were increased during 2005-2014. Conclusion In order to promote the national policy of immunization certificate examination for school entry, professionals should play an important role during checking the immunization information. Workflow of children immun ization in formation system should be simplified. New scheme should be emphasized more department, strict inspection vaccination certificate policy. it is key to do a good job of flow entrance examination for child vaccination certificate.
