军队大型综合医院“护理卫生营”建设可行性调研分析及对接管理

Feasibility research analysis and docking management of constructing ＂nursing health camp＂ in military general hospitals

为履行军队大型综合医院的使命任务，保障平时医疗救护和战时应急任务保证需求，医院推出“护理卫生营”岗位管理模式，旨在落实国家管理政策，体现军队医院特色，在此管理框架指引下，加强护理管理和团队建设，开展临床护理管理及创新实践。为保证工作推进顺利和科学实施，对实施方案进行院内问卷调查，选取不同层面的护理人员，对建设方案可行性进行评价、下一步实施方案提供的改进建议、新设金四星／总护士长岗位与原有护士长岗位应履行的岗位职责及“护理卫生营”建设项目改进意见和建议等进行调研。结果显示：护理卫生营建设方案可行性认同度为74．80％；认同“护理卫生营”比“护理分级”管理模式更能调动护士工作积极性人员多于50％：47．2％的调查对象“不清楚”内涵建设实质举措，713％认为“没有”和“肯定没有”实质举措；20％的护士、护士长建议细化星级护士评定标准，增加“年资、工作能力”等评价指标；“护理卫生营”军事化架构进行管理，副主任护师、护士长认同率相对较高，分别为83．3％和80．3％。由此可见，该运行模式层级管理需更加完善，内涵建设需更加丰富，管理细节需科学量化。对接管理举措需更加详实。

In order to perform mission of large military general hospitals, and ensure the medical aid at peacetime and emergency mission at wartime, the hospital introduced ＂ nursl＂hg health camp＂ management model, to implement the national management policies, and reflect the characteristics of military hospitals. Under the guidance of the management framework, the hospital strengthened the nursing management and team building, and carried out the clinical nursing management and innovation practice. To ensure the smooth promotion and scientific implementation of work, we selected nursing staff at different levels, and conducted a survey in evaluating the feasibility of construction scheme; providing suggestions for implementation scheme of next step; job responsibilities that a new gold four-star/total head nurse and the original head nurse should fulfill; and improvement opinions and suggestions for ＂ nursing health camp＂ construction project. The results showed that ： the recognition degree of feasibility for the construction plan of nursing health camp was 74. 80% ; recognition degree for that the ＂nursing health camp＂ is better than the ＂nursing grading＂ management mode in arsing the enthusiasm of nursing staff was more than 50%; 47.2% of respondents were ＂ not clear＂ about the connotation construction; 7.3% thought there was ＂ no＂ and ＂ definitely no＂ substantial measures; 20% of the nurses and head nurses suggest that star nurse assessment standards should be refined, and evaluation indexes such as ＂seniority and working ability＂ should be added in; as for the management of ＂ nursing health camp＂ military framework, deputy directors of the nurses, the head nurses were relatively recognize and the recognition degrees were 83.3% and 80.3%. Thus, the hierarchy management of running model need to be further perfected, connotation construction need be more enriched, management details to be scientific and quantitative, docking management measures need to be more detailed.
