绿色金融激励约束机制研究——基于浙江实践的调查与思考

Research on Incentive and Festraint Mechanism of Green finance——Based on the Investigation and Research of the Practice of Zhejiang

绿色金融是推动绿色发展的重要力量。本课题在回顾总结浙江绿色金融发展状况的基础上,从绿色金融自身、绿色金融基础设施、绿色金融生态环境三个维度,深入分析了绿色金融发展中存在的机制性、制度性问题,主要包括:绿色金融、绿色金融基础设施建设滞后、绿色金融生态环境有待优化等。基于此,提出了建立健全相关法律法规体系、完善落实支持激励政策、有效推进绿色金融标准和信息评估体系建设、加快建设规则统一和互联互通的环境权益交易市场、强化绿色金融配套保障措施等对策建议。

Green finance is an important force to promote green development. Based on the review of the situation of green finance in Zhejiang, This paper analyzes the mechanism and institutional problems in the development of green finance from the three dimensions of green finance, green financial infrastructure and green financial ecological environment,which the conclusion including： Green finance, green finance infrastructure lags behind, Green financial ecological environment needs to be optimized.This paper suggest that the Government should establish and improve relevant laws and regulations, improve the implementation of support incentive policies, effectively promote the construction of green financial information standards and evaluation system, accelerate the construction the market of environment equity transactions which is unified rules and interoperability, strengthen the green financial supporting measures.
