博物馆建设项目的全过程投资控制和管理研究

Research on the Whole Process Investment Control and Management of Museum Construction Project

纵观国内的博物馆建设项目,总投资突破财政批复概算的情况屡屡发生。本文针对这一情况,从全过程投资控制和管理的角度,将项目分为前期决策、设计、招投标、施工和竣工结算5个阶段,分析了影响各阶段投资控制的主要因素,提出了投资控制的要点、难点,给出了各阶段存在问题的解决方法和建议,初步建立了投资控制管理体系,以期在未来的博物馆建设项目中,更有效地防止和应对投资失控情况。

Throughout the domestic museum construction projects, it occurred repeatedly that the total investment had exceeded the budget approval estimate. From the perspective of the whole process investment control and management, this paper reviews this situation, exploring to divide the project into preliminary decision--making process, design, bid, construction and completion settlement altogether five stages, analyzes the main factors affecting the investment control in each stage, puts forward some key points and difficult points in investment control, gives suggestions on how to solve the problems in each stage. And the investment control and management system is initially established to prevent and deal with the situation of investment out of control effectively in the future museum construction project.
