摘要
公共资源交易平台整合后,原有的监管模式已不能满足要求,各地在自下而上的探索过程中产生了样式各异的监管模式。为了解决公共资源交易平台整合后对招投标活动监管体制的建设问题,通过文献阅读、网站调查、政策解读、实地走访等方法,对公共资源交易平台整合后国内出现的各种监管体制进行了归纳和解释,根据监管数据流的传输路径将其划分为3个不同的监管模式,并对其利弊之处进行分析。结合国外采用的一些监管模式,肯定了综合监管部门在公共资源交易过程中的作用,并针对现有监管模式的局限性,提出了综合监管部门和行业主管部门从纵横两个维度交互监管的理论模型。
After public resources trading platforms are integrated,the existing supervision system cannot meet the requirements. And the country generated various of systems in the process of exploring from bottom to up. To solve the problem of the construction of supervision system on bidding activity after the integration of public resources trading platform,through literature reading,site surveys,policy interpretation,field visits and other methods,this article first summarized and explained various of domestic regulatory institutions,and divided them into three different regulatory models by the transmission path data stream of supervision. Then this article analyzed the advantages and disadvantages of. different regulatory models. By combining with some foreign regulatory models,this article affirmed the role of comprehensive regulators. Finally, to solve the limitations of existing regulatory model,it put forward an interactive supervision theoretical model with vertical and horizontal two dimensions by comprehensive regulatory and industry authorities.
