高污染、高环境风险产品目录的发展及政策影响

通过资料调研和对政策、法律、法规等文件的研读,确定了"高污染、高环境风险"的定义,依据我国对"两高一资"行业相关的出口政策文件、环保部发布的历年"双高"名录及名录发布后我国相应针对行业产品出台的新政策等的解读并进行总结,得出《环境保护综合名录》的发展过程及该名录对我国部分行业的引导作用。我国继续根据"双高"产品特性对名录进行发展,制定对应的环境管理政策,并将该名录作为环境保护的1项重要的基础性工作。

The definition of＂high pollution, high environmental risk＂is determined by the data research and the study of the policies, laws and regulations and other documents;according to our country＂high-polluting, high-energy-consuming and resource-dependent ＂industry related export policy documents, the ＂double high＂list released by Ministry of Environmental Protection over the years,interpretation and summary on the new policy for China＇s corresponding industry product, the development process of《Comprehensive directory of environmental protection》and the list on the guiding role of the part of China＇s industry were concluded. It is pointed out that our country will further improve the list according to the characteristics of the＂double high＂products, lay down the corresponding environmental management system, and make the list as an important basic work of environmental protection.
