大学校长之法定权责、履职路径与保障机制

高校党委领导下的校长负责制强调党委对学校的统一领导和校长对行政工作的分工负责,在实践中易引发党政权力相互角力等问题,故有必要廓清大学校长的法定权责。在此基础上,有必要从争取学校党委集体的支持、加强行政管理机构体系的建设与统领、尊重和保障教授治学(校)的开展、落实师生参与治校的民主权利,以及设定大学发展愿景与目标等基本维度着力,同时强化学术本位、行政服务的资源配置机制、基于大学文化的组织文化整合机制及大学共同治理的治理结构框架,以实现校长的有效治校。

The institution of president＇s accountability under the leadership of university＇s party committee emphasizes the unity of the party committee＇s leadership and the president＇s accountability, but this kind of institution in fact easily causes the problem of contradiction even conflict between the political power and the administrative power of university. Therefore, it is necessary to clarify the university president＇s legal responsibilities. On this basis, in order to realize the effective administrating the university by the president, it is necessary for the president to make his efforts from five aspects including to obtain the party committee＇s collective support, to strengthen the construction and leadership of the administrative organization system, to respect and safeguard the operation of professors~ conducting academic affairs, to implement democratic participation rights of teachers and students about administrating the university and to set the university development goals. At the same time, he needs to fully use the guarantee mechanisms such as the resource allocation mechanism, the organizational culture integration mechanism based on university culture and the university governance structure and framework to safeguard his administration actions.
