摘要
近年来,基于社会经济发展和国际竞争力提升以及本土高等教育改革发展的需要,各国(地区)纷纷出台并大力推行一流大学建设政策。在此背景下,1996年香港启动"卓越学科领域计划",2004年进一步发布"香港高等教育:共展所长,与时俱进"战略报告。香港建设世界一流大学的政策现已取得显著成效。当前,我国大陆"双一流"建设战略刚刚启动,还面临诸多问题和挑战,亟待借鉴香港的经验构建高效的政策运行机制:坚持效率优先、兼顾公平的政策取向;明确大学的角色定位,引导大学特色发展;科学规划政策目标,明确主要战略任务;建立严格的审核监督与淘汰机制,保障院校发展活力和竞争动力;组建独立的第三方组织,充分发挥高校在"双一流"建设中的自主权。
In recent years, based on the social and economic development, promotion of global competitiveness and reform and development of local higher education, countries have introduced and vigorously promoted the policy of building world-class universities. Under this background, Hong Kong began to implement ＂Areas of Excellent Scheme＂ in 1996, and issued a strategy report of ＂Hong Kong Higher Education： to Make Difference, to Move with Times＂ in 2004. Nowadays, Chinese mainland＇s strategy of ＂Double First-rate＂ just started, it also faces many problems and challenges, urgent need to draw on the experience of Hong Kong to build an efficient operation mechanism for the policy ： adhering to the priority of efficiency; taking into account the fairness of the policy orientation; defining the role of the university to guide the characteristic development of universities; scientific planning policy objectives and making clear major strategic tasks; establishing performance evaluation and mechanism of elimination to guarantee vitality development and competitive dynamics of universities; establishing independent third party organization to guarantee autonomy of universities in build ＂Double First-rate＂.
