A Tentative Exploration of the Huopiao Permit in the Qing Dynasty

火票为清代驿递系统中的一种邮符,即给驿的证明。与勘合、火牌这类体制比较严密成熟的邮符相比,火票制度存在着递送火票扰民累官、冒用火票行骗、火票传递延误、拆看火票泄漏机密等诸多问题。官僚和清政府针对这些问题,不断进行调整和改革,以期让这项对于维护帝国管理和统一的制度更好地运行。

The Huopiao permit, a postal certificate in the postal delivery system of the Qing Dynasty postal system, was a proof of offering transportation at the courier station. Compared with other strict postal certificates like the Kanhe permit and the Huopai permit, the Huopiao permit system had many problems such as troubling ordinary people and officials in the delivery of the Huopiao permit, cheating by the Huopiao permit, delaying the Huopiao permit transmission and disclosing secrets by opening the Huopiao permit. Officials and the Qing government made adjustments and carried out reforms for the better operation of the managing and unifying system.
