住宅小区业主自治与城市基层党建——以南通市崇川区莱茵雅苑小区为例

Owners' Autonomy in Residential District and Urban Grassroots Party Building——A Case Study on Rhine Nga Neighbourhood Chongchuan District Nantong City

以南通市崇川区莱茵雅苑小区为例,统计了莱茵雅苑小区业主的家庭成员工作单位情况,并与南通市区两级机关事业单位人员、党员的人员数量及比例等进行比较,分析统计数据,提出住宅小区已成为城市基层党建亟待拓展的新领域,且实现小区自治能发挥在职党员的积极作用,结合莱茵雅苑小区的成功实践案例,为创新式地推动落实城市基层党建工作提供借鉴。

This paper is based on a case study on Rhine Nga Neighbourhood in Chongchuan District of Nantong city. It examines all the owners＇ family members together with their working units, and compares the ra- tio of Party members to all residents with that of government departments and public institutions. Based on the statistic data the paper puts forward that residential districts have become a new field urgently to be ex- panded for urban grassroots Party building. To implement community autonomy can play a positive role of those on-the-job Party members. The successful practice of owners＇ autonomy in Rhine Nga Neighbourhood provides references for innovatively promoting grassroots Party building in cities.
