为解决人口结构性失衡问题,中国提倡一对夫妇生育两个孩子。要想使家庭的二孩能够生得好、养得好、育得好,就要完善家庭的支持发展政策,完善生育保障、教育保障等相关政策,为生育、养育以及青少年的教育提供合适的条件。
