摘要
《中华人民共和国老年人权益保障法》使公共交通道路及设施的适老性建设以法的形式出现。慢行交通与道路的适老性建设具有天然的相亲相容性。国家街区制的推行为"慢行交通+公共交通"的出行模式提供了突破口。在社区道路体系规划方面,绿道建设重心下移,设立"社区绿道环";以"慢行优先"为原则设立社区慢行交通体系;慢行道路注重环境的舒适性和适老性设施的便捷性;加强慢行交通与公共交通接驳设施建设;建立独立于机动车的信号系统。在社区道路体系管理方面,引入公共交通道路车辆管理模式对社区道路进行监控;分时段对社区道路通行功能、机动车通行权限进行控制;政府通过行政审核等方式对社区道路的规划和建设进行监管;加强供给侧改革,引入社会资本与民营企业,增加慢行交通服务供给。社区慢行交通体系的适老性建设,既是慢行交通与适老性建设的统一;又是现代生活方式的价值追求与道路交通技术选择的必然结果。
"The Law of the People's Republic of China on the Protection of the Rights and Interests of the Elderly People" makes it a law to construct the public traffic and facilities suitable for the aged. Slow traffic system is naturally compatible with the construction of Roads suitable to the aged. The implementation of block system helps to realize the mode of "slow traffic plus public transport". In terms of community road system planning, measurements can be taken as following: the duty of greenway construction is transferred downward so as to integrate "the community greenway ring" with slow traffic system; community roads should follow the principle of "the slow speed has the priority-of-use" to meet the requirement of the aged people for the slow pace; in slow traffic construction, attention should be paid to comfort of the environment and convenience of the facilities. The transitional facilities from slow traffic to public transport should be constructed and independent signal systems should be established In terms of community road system management, the following should be done: management mode of public traffic vehicles should be introduced to control the function of the roads and the access rights of motors at designated period of time; the government monitors and regulates the planning and construction of slow traffic by means of administrative licensing and audit; the reform of the supply side should be further strengthened, and the slow traffic service supply should be increased by introduction of social capital and private enterprises. The construction of slow traffic system suitable for the aged in the community is the inevitable result of the pursuit of value of modern life style and transport technology development.
