Practice of Internet + Hierarchical Medical Model Based on Regional Health Information Platform

本文通过概述我国分级诊疗政策以及分析分级诊疗存在的问题,提出了鄞州区基于区域卫生信息平台的互联网+分级诊疗模式并阐述了设计理念。研发了基于区域卫生信息平台的分级诊疗信息服务平台,通过重整医疗资源,破解了分级诊疗数据共享难题,实现有序分流按需就医,重构了以基层医生为主导的全新诊疗体系。本研究深入剖析了鄞州区分级诊疗信息服务平台的架构、特点,并评价了实施效果。研究表明,分级诊疗信息服务平台是分级诊疗模式落地的重要支撑,分级诊疗配套政策和管理制度是分级诊疗模式落地的保障。

By giving an overview of hierarchical medical policies and analysis of its problems, this article proposed the design ideas of YinZhou Internet ＋ hierarchical medical model based on the regional health information platform. It cracked the hierarchical medical data sharing problem and orderly distributed patient on-demand by reforming medical resources. A new system of diagnosis and treatment that led by the grass-roots doctors has been reconstructed. The study explores the architecture and characteristics of YinZhou hierarchical medical information service platform, and evaluates the implementation effect. Research shows, hierarchical medical information service platform is the significant support of implementing hierarchical medical model. Supporting policies and management system of hierarchical medical is the guarantee of hierarchical medical model fall to the ground.
