摘要
要打赢未来信息化条件下联合作战,关键在于体系对抗中争夺控制信息权。军队改革应把重点放在信息化核心打赢能力建设上,争取对作战对手在数量上营造规模性优势,在质量上拉开"代差性"距离,在能力上对敌形成"非对称"优势。
To win future joint operations under the condition of informationization, the key lies in the system fight for control of information right. The military reform should focus on the construction of informationization core capability to win, strive to build scale combat advantage in numbers against the opponents, open the ＂generation gap＂ in terms of quality, and achieve ＂asymmetric＂ advantage against the enemy in capabilities.
