重构社会帮扶体系的思考

"十三五"时期,中国进入包容性发展新阶段。重构社会帮扶体系,既是推进包容性发展的重要方面,也是应对"十三五"严峻经济社会发展形势的客观要求。为此,必须跳出单向无偿给付式帮扶的思维定势,遵循包容性发展理念,坚持包容性创新思路,运用包容性金融工具,构建以无偿给付式帮扶为底层安全网、包括各类借贷融资帮扶在内的多层次立体式社会帮扶网络。针对当前形势,适合从应急帮扶网络建设着手,并延伸拓展至减贫帮扶方面。重构社会帮扶体系的关键在于机制的全面建立与有效运行,其重点则是建立困难群众的社会发现机制、多层次社会帮扶融资机制以及相应的配套工作保障机制。

In the 13 th Five-Year period, China has entered into a new stage of inclusive development.To reconstruct the social support systemis important for promoting inclusive development andalso an objective requirement of the grave economic and social realities.Therefore, we must reform the long-establishedpattern of one-waynon-returned monetary assistance by practicing the concept of inclusive development andinclusive innovationand by employing inclusive financial toolsso as to construct a multi-level all-inclusive social support network which is buttressed by socialsecurity and realized byvarious types of lending and financing support. In view of the current situation, it is advisable toconstruct an emergency aidnetwork, and then a povertyreductionnetwork.The key is to establish a full-functioning comprehensive mechanism, and the emphasis is to establish a lowerincome individual information reporting mechanism, a multi-level social support financing mechanism and acorresponding work guarantee mechanism.
