怒江傈僳族自治州县域内义务教育均衡发展的对策研究——以贡山独龙族怒族自治县为例

摘要 课题组采用问卷、访谈、田野调查等方法,对云南省怒江傈僳族自治州县域内的义务教育均衡发展情况展开全面调研,并以贡山独龙族怒族自治县为例,深入剖析了该州县域内义务教育均衡发展的现状、问题、困境及主要制约因素。基于调研分析,结合该州"民族、山区、贫困、边境、边缘、直过、散居"等特点,从政策调适、布局调整、经费投入、制度创新、教育帮扶等五个层面,对加快该州县域内义务教育均衡发展的步伐提出了针对性建议。 Questionnaires, interviews, filed investigation and other methods were adopted to conduct a comprehensive study on balanced education of compulsory education in the counties of Nujiang Lisu Auton- omous County, Yunnan Province. In the study, Gongshan Dulong and Nu Nationalities Autonomous County was singled out as a sample to analyze the situation, problems, difficulties and the major restraints of bal- anced development of compulsory education in the area mentioned above. Based on the study and analysis and taking into consideration characteristics of "ethnic group, mountainous region," "poverty, fron- tier area," "marginality," "non - stopping" and "sparse habitation," the present paper suggests solutions to problems facing balanced development of compulsory education in the counties of Nujiang Prefecture from five aspects: policy adaptation, deployment and adjustment, financial investment, system innovation, and education aid.
