中国国际救援队参加联合国INSARAG亚太地区多国地震救援演练的实践

2015年6月，中美在蒙古国首都乌兰巴托组织进行了地震应急救援领域的第四次演练，中国国际救援队参加了此次联合演练。该文总结介绍地震应急救援演练相关背景、各阶段任务、参与群体及主要做法等，通过接送中心（Reception Departure Centre，RDC）建立与组织、现场协调中心（Onsite Operations Coordination Centre_OSOCC）运行管理、模拟现场行动等，完成国际救援队、联合国灾害评估与协调队（The United Nations Disaster Assessment and Coordinationteam，UNDAC）和灾害紧急快速评估队（Disast eremergencv rapid assessment team．ERAT）等派遣，并应用事后评估（AfterActionReview，AAR）方法，进一步检验了地震灾害救援评估技术和信息管理等功能；促进了国际救援领域合作和人道主义救援行动开展，加强了新版国际搜索与救援咨询团（International Searchand Rescue Advisory Group，IS／SARAG）指南、UNDAC手册的培训，提高了中国国际救援队灾害信息管理能力。
