"获得感"是一个有"中国特色"的"新词"。准确把握"获得感"的内涵,不能简单的将其解释为"幸福感""主观生活质量"等外来概念的"同义词",必须将其放在我国全面深化改革、转变经济社会发展模式、实现共享发展的时代背景下来理解。"获得感"以发展为前提,以民生为重中之重,以人民政治权利的实现为保障。"获得感"的提出明确了发展和改革的目标、落脚点和突破口,解决了发展质量、改革成败的评价标准问题。"获得感"是发展、改革的动力源。推动包容性发展、改善民生、实现公民政治权利是提高公民"获得感"三个不同层面但又紧密相关的途径:发展是前提,改善民生是主要内容,而实现公民政治权利是"获得感"落实的保障。

＂Sense of gain＂ is a new term with Chinese characteristics. In order to accurately grasp its connotation, we cannot simply interpret it as being synonymous with ＂sense of happiness＂, ＂subjective quality of life＂ or other similar exotic concepts, rather, we must understand it in the context of deepening reforln comprehensively, transforming the mode of＂ economic and social development, and achieving development that benefits everyone. Development is the precondition of ＂sense of gain＂, with tile people＇s livelihood being the most important thing, and the realization of the political rights of the people is the guarantee. The ＂sense of gain＂ statement sets ibrtb the goal of development and reform, and solves the problem of the evaluation criteria for development quality and the outcome of reform. It also fuels development and reform. Promoting inclusive development, improving people＇s livelihood and realizing civil and political rights of citizens are three approaches at different level yet closely connected to improving the public＇s ＂sense of＂ gain＂： development is the premise, improving people＇s livelihood is the main content, and realizing＂ the political rights of citizens is the guarantee.
