The legalization of government purchase library public service（GPLPS） rights is a necessary way to achieve the legalization of GPLPS. To clarify the boundary of the GPLPS Rights power and regulate GPLPS rights is the core to regulate the GPLPS rights legalization. By analyzing the boundary, characteristic and the reason of regulation, put forward the ways and means of GPLPS rights legalization construction. The legalization of GPLPS rights must be completed in two dimensions from the rule of law. The first dimension, it clarifies the boundaries of GPLPS rights in order to ensure that GPLPS rights is a legitimate exercise by way of the rule of law; the second dimension, it regulates GPLPS rights in order to be locked cage by way of the rule of law, and protect the government to provide high quality and adequate library public services.
