从代议制民主到实质性民主:民主的理念及其现实化

From Representative Democracy to Substantive Democracy:the Idea of Democracy and Its Realization

民主的基本理念就是"人民的统治"或"人民当家作主"。资本主义国家的代议制民主是建立在资本主义私有制基础上的,因而无法实现民主理念的实质内涵,最终把民主政治形式化。社会主义民主政治是建立在公有制的基础上的,必然以消灭阶级、消灭剥削、消除两极分化、实现共同富裕为基本价值目标,因而在社会主义经济基础上,必然要追求体现民主基本理念的"实质性民主"。当然,在社会主义政治发展实践中,这种实质性民主必然要经历一个不断现实化的过程。

The basic concept of democracy is the ＂rule of the people＂ or ＂people in power＂. The representative democracy in capitalist countries is established on the basis of capitalist private ownership, so it can not achieve the essence of democracy and make the democracy a kind of political form which has forfeited its meaning of democratic. The socialist democracy is estab- lished on the basis of public ownership system, its development must be to eliminate class exploitation, eliminate polarization and achieve common prosperity as the basic value target, so in the socialist economic foundation, it necessarily pursues the ＂substantive democracy＂ which demonstrates the basic idea of democracy. Of course, in the political development of socialism practice, the substantive democracy must go through a process of realization.
