农村土地确权政策的执行进展与绩效评估——基于全国303个村庄7476份问卷的分析

Progress and Performance Appraisal of Rural Land Confirming Policy——Analysis of 7476 Questionnaires Based on 303 Villages in China

根据全国25个省(自治区、直辖市)303个村庄所获得的7476份问卷资料,课题组对新一轮农村土地确权政策的执行进展和绩效进行评估和分析。研究结果表明,当前我国农村土地确权登记发证工作整体进展平稳,农民对该项工作的认可度、支持度和满意度总体较高。但与此同时,研究也发现仍有相当一部分村庄尚未开展土地确权工作,在已经开展土地确权的村庄也面临工作透明度不足、群众参与有限、历史遗留问题处理难度大、村干部工作负担较重等问题,需要在未来的政策执行过程中予以足够重视并加以妥善处理。

Based on 7476 questionnaires obtained from 303 villages in 25 provinces, the task force has evaluated and analyzed the progress and performance of the implementation of new rural land right policy. The research shows that the whole process of registration and certification of rural land right in our country is stable, and the recognition, support and satisfaction of farmers are high. But at the same time, the study also found that a considerable number of villages still did not carry out the work of land right confirmation. In the villages that had already carried out land rights, they also faced insufficient work trans- parency, limited participation by the masses and more difficult to deal with historical problems. Weight and other issues need to be in the future policy implementation process to be taken seriously enough and be properly addressed.
