山西能源管理体制改革的路径探索

Discussion on the Reform Path of Energy Governance System in Shanxi Province

能源管理体制是能源安全与经济发展的"生命线"。梳理了近年来山西省能源管理体制方面的重大改革措施,初步分析了对山西能源管理体制存在的问题,认为当前山西省能源管理体制已不能适应推进能源生产和消费革命的需要。在此基础上,结合能源领域改革方向及山西实际,提出了山西省能源管理体制分步实施的改革路径。

Energy governance system is the lifeblood of energy safety and economic development. This paper reviewed the major reform measures and existing problems of the energy governance system in recent years in Shanxi Province, and considered that the current system of energy governance in Shanxi province can not adapt to promoting energy production and consumption revo- lution. Based on that, this paper presented the reform path of energy governance system in Shanxi province according to the direction of reform in energy field and the condition of Shanxi.
