社区养老院专业服务能力面临的发展困境及其提升路径——基于武汉市的实证研究

Professional Service Ability of Community Nursing Agency:Development Dilemma and Improvement Suggestions——Based on the Empirical Study in Wuhan

社区养老院作为武汉市实现社区养老与机构养老协同发展的创新之举,其出现的时间较短,旨在解决城镇社区中低收入的失能、半失能老人的养老服务问题。在政策推动的过程中,社区养老院对促进养老服务的公平化发展发挥了一定的作用,但就其专业服务能力而言,仍面临着服务理念滞后、服务资源供给能力不足、服务人员的专业化缺失以及服务行为缺乏规范性的评估机制与制度保障等现实困境。应该分别从优化服务理念、提升服务技能与规范服务行为层面采取措施,以有效地促进社区养老院专业服务能力的提升。

As a coordinated innovation development of community endowment and institution endowment,the community nursing agency appears in a short time in Wuhan. It is aimed at solving the service problems for low-income urban elders,disability elders,and half-disability elders. In the process of making policies to promote the community nursing agency,it has played a positive effect on the fair development of pension services. However,in terms of its professional service ability,it still faces agency service idea lag,lack of service resources supply capacity,lack of service personnel specialization and lack of normative evaluation mechanism and system guarantee in service behaviors,etc. It is suggested that we should take measures to develop service concept,improve service skills and regulate service behavior to promote community nursing professional service ability.
