城市建设污水处理工程PPP投融资模式分析

Analysis on PPP Investment and Financing Mode of Urban Construction Sewage Treatment Project

为了治理水污染,国务院印发了《水污染防治行动计划》,但是,这一计划的实施需要花费大量的资金,无疑增加了地方政府的资金压力,因此,吸引社会资本参与污水治理变得至关重要。PPP融资模式作为一种现代化的融资模式,不仅可以有效解决政府负担,而且可以吸引社会资本参与到污水治理中,取得良好的收益。论文通过实际案例对PPP模式在城市污水治理中的可行性进行分析,并对PPP投资模式在污水治理投融资中的应用提出了建议措施。

In order to control the water pollution, the State Council issued the ＂water pollution prevention action plan＂, but the implementation of the plan need to spend a lot of money, will increase the pressure on local government funding, to attract social capital to participate in the sewage treatment becomes more and more important. PPP financing model as a modern financing model, not only can effectively solve the government burden, but also can attract social capital to participate in the sewage treatment, and obtain good benefits. This paper analyzes the feasibility of PPP model in urban sewage treatment by the actual case, and puts forward the suggestions on the application of PPP investment model in the investment and financing of wastewater treatment.
