长三角都市圈精益城市就业集成模式研究——基于劳动力空间分布演化的视角

A Study on the Employment Integration Pattern of Lean Cities in the Yangtze River Delta Metropolitan Area——Based on the Perspective of Evolution of Labor Force Spatial Distribution

为解决长三角都市圈城市发展粗放和就业模式滞后于经济发展进程问题,文章在审视长三角都市圈30多年来劳动力空间分布演化的就业模式缺陷基础上,借鉴区域可持续发展多目标集成方法,构建了精益城市就业集成模式。该模式在相应的实施策略指引下,能够按照高就业、高价值、高节能、高清洁、低碳排的尽善尽美原则,对该区域的物质资源、人力资源、人口、环境和经济等关键要素以及城市各组成单元进行主动优化和选择搭配,将城市整合为一个优势互补匹配、精益求精的就业集成有机体,从而实现其就业能量的倍增效应。

In order to solve the problem of the extensive urban development and the lag of employment pattern in the process of economic development in the Yangtze River Delta metropolitan area, we develop a lean and integrated pattern of employment after investigating into the evolution of labor force spatial distribution over three decades and the imperfect pattern of employment as well as drawing lessons from multiple objectives integration method for regional sustainable development. Under this pattern and related policies, the principles of high employment, high value, efficient use of energy, low emissions of carbon dioxide could be guaranteed. And the city can be integrated into a organic body where material and human resources, environment, economic development and other vital parts of the city can be matched and optimized. And finally the goal of increasing employment through multiplier effect can be reached
