摘要
通过对长三角地区387名来自公共部门人员的调查,本研究发现,公共部门高承诺工作系统与员工建言行为之间存在显著正向关系。进一步发现,员工的公共服务动机在高承诺工作系统与员工建言之间具有部分中介效应。本研究运用公共服务动机理论,为打开高承诺工作系统与员工建言之间的"黑箱"提供了一个新的理论视角,同时也为当前公共部门如何更有效地激发员工建言行为提供了相应的人事和组织管理实践参考。
An investigation of 387 public employees in Yangtze River Delta demonstrates that high commitment work system( HCWS) is significantly and positively associated with public employees' voice behaviors. And the results indicates that public employees' public service motivation( PSM) partially mediates the relationships between HCWS and public employees' voice behaviors. Using the theory of public service motivation,this study provides a new theoretical perspective to open the"black box"between high commitment work system and employees' voice behaviors. At the same time,this study implies personnel and organizational management practice for more effective public employees' voice behaviors.
