Multiple Dimensions, Operating Mechanism and Agricultural Scale Management

现阶段农业规模化经营主要有单一型、合作型、资本型三种模式。PPP融资模式介入农业规模化经营有其必要性和可行性。推进农业规模化经营,要规范农地流转行为,保障土地租金对土地转出的激励和引入新型农业经营主体的双重功效;完善农村社会保障制度,稳步推进农地流转;加快推进政府管理层面的改革创新,准确定位政府在农地流转中的基本导向作用。

At present, there are three main modes of agricultural scale management： single, cooperative and capital. It is necessary and feasible for PPP financing to intervene in agricultural scale management. For promoting the agricultural scale management, government should regulate the land circulation behavior, guarantee the dual effect of land rent on the incentive of land transfer and the introduction of new type of agricultural management main body; improve the rural social security system, promote the land circulation steadily; accelerate the reform of government management innovation, and locate the basic guiding role of government in land circulation accurately.
