村民自治广泛深入实施,在发展农村基层民主、维护社会和谐稳定、促进社会主义新农村建设方面发挥了重要作用。但现阶段,西部农村面临社会阶层分化、利益诉求多元、人口流动频繁、淳朴乡风褪色等问题。同时,村民自治仍处在不断发展完善阶段,村民自治制度设计与现实条件之间还存在"鸿沟"。这些新情况新问题,要求发展创新村民自治的思路、理念、方法、手段,促进"乡土乡村"向"法治乡村"转变。

However, the rural of western China faces a series of problems, such as social stratification, interest demands diversity, migration speed, honest rural atmosphere changed, all of which affect the effect of villagers＇ autonomy. Meanwhile, the villagers＇ autonomy as a new phenomenon is still in constant development stage, and that there are ＂gaps＂ between the top-level design and the actual conditions of villagers Autonomy System.Faced with these new issues, we are required to innovative villagers＇ autonomy ideas, concepts, methods and means to promote ＂local village＂ to ＂rule the countryside＂ change.
