统一刑罚执行体制视域下完善监狱刑罚执行体系的重要性和紧迫性主要体现为是深化刑事一体化运行的必然选择,是建立统一刑罚执行体制的重要探索,是监狱治理现代化的现实需要。现行体制下监狱刑罚执行面临的问题主要表现为刑事执行法独立性有限,行刑机构分散重叠,造成资源浪费,成效低下,监狱行刑与外部有关部门衔接不够顺畅,监狱刑罚执行机制不适应,狱外有关方面支持力度还不够大。完善监狱刑罚执行体系,建立独立完备统一的刑罚执行体制的路径主要是,应构建和完善我国的刑事执行法律体系,注重刑罚执行权力的合理配置,要搭建协作协同平台,强化监狱内部管理,进一步夯实社会支持系统基石。
