美国环境管理体系研究及其启示

A Study on the American Administrative System of Environmental Protection and its Enlightenments

面对日益暴露的普遍而严重的环境污染问题,我国政府迫切需要建立一套行之有效的政府环境管理体系。通过对美国政府环境管理体系的构成、政府内部环境管理的控制机制、政府部门制定环境政策的过程管理、美国政府对环境政策的实施与监督机制进行系统地分析,提出了对我国政府环境管理工作的启示。

The U. S. environmental policy and its implementation are completed under the government＇s environmental management system. Through this system,the government of the United States achieves a comprehensive and effective management of the environment. This paper discusses the composition of the system,the methods that the president controls the environmental management of each department in the internal,the formulation of environmental policy,and the implementation and the supervision of environmental policy. In this way,the central and local governments closely work together to ensure to achieve the national goal of the overall environment. The basic design and operation characteristics of this system have been drawn in this paper and the enlightenments have been put forward for China＇s government about the administration of environment.
