以人民为中心的中国精准扶贫机制构建

People-Centered Construction of China's Targeted Poverty Alleviation

中国精准扶贫体现了以人民为中心的经济发展路径,贫困地区人民群众发展是以人民为中心的经济发展需要解决的重要问题,精准扶贫要切实成为真正保障贫困地区人民群众享受发展成果的科学机制。从人民导向视角来审视中国精准扶贫的困境主要体现在:精准扶贫内容与贫困地区人民需求存在偏差;人民群众参与共建度不够,没有真正做到依靠人民;精准扶贫效果失真。以人民为中心的精准扶贫机制构建,应以人民实际需求为基础优化精准扶贫目标和内容,注重发挥贫困地区人民群众的主体力量,创新中国精准扶贫的方式,完善人民群众共享精准扶贫成果制度保障机制。

TThe targeted poverty alleviation of China reflects the people-centered economic development path; people＇s development in povertystricken areas is one of the most important problems needed to be solved in peoplecentered economic development. The targeted poverty alleviation should be the scientific mechanism for protecting the people in poverty-stricken areas to enjoy the development achievement. From the people-oriented perspective, the difficulties of China＇s targeted poverty alleviation are： the contents of targeted poverty alleviation cannot meets the needs of people in poverty-stricken areas; people participate in co-construction is not enough, the effort of targeted poverty alleviation is not obvious. Targeted poverty alleviation mechanism should be based on the actual needs of the people so to optimize the goal and content of poverty alleviation. It should also focus on the main role of people in povertystricken areas and innovate China＇s ways of poverty alleviation, perfect the targeted poverty alleviation system mechanism.
